IRMA launches pre-Budget submission, with calls to support music production and export

The Irish Recorded Music Association has launched its pre-Budget submission in advance of the national Budget 2027. In a music landscape that is showing enormous vibrancy and potential, IRMA has urged the Minister for Finance to initiate key interventions to grow music exports and protect human creativity.
Amidst a wide array of recommendations, IRMA has identified four key priorities for Budget 2027, including:
- Targeted capital supports and tax incentives to stimulate investment in music, similar to the film industry.
- Support the freelance and micro-business economy that populates the music industry, with effective research and data-led supports.
- Build a music workforce and infrastructure through apprenticeships, training and funding for world-class studios and grassroots venues.
- Fully implement and enforce AI and copyright legislation that protects human creativity, by properly resourcing the AI office and other enforcement bodies.
Ireland's music sector is one of the country's greatest cultural assets and its economic impact can be fully harnessed with the right supports. Irish artists are achieving unprecedented international success, and music consumption continues to grow year on year, reaching 13.2 billion audio streams. The sector makes a significant contribution to employment, exports, tourism and Ireland's global reputation.
Targeted interventions based on robust evidence can enhance the global impact of music made in Ireland. IRMA’s pre-budget submission calls for music to be recognised not only as a cultural priority but as a high-growth export sector. Just as targeted public policy has transformed Ireland's food, film and technology sectors, a coordinated approach to music can unlock substantial economic returns while strengthening Ireland's cultural influence abroad.
As Ireland assumes the Presidency of the Council of the EU, there is a unique opportunity to demonstrate leadership in supporting Europe's creative industries.
